Ukraine: Ambitions are growing in Kyiv about what would define victory for Ukraine, as Ukrainian forces continue to take back Russian-occupied territory. Many Ukrainian refugees are heading back home, following the Russian pullback from the central part of the country.

More than 260 Ukrainian fighters who have been holding out for months at the Azovstal steel plant in Mariupol were evacuated ahead of a planned prisoner exchange, the Ukrainian Defense Ministry said Monday.

Russian forces continued to shell cities in Donbas and carried out a missile strike in western Ukraine.

Russia: McDonald’s Corp. said it would leave Russia and sell its business there, ending more than three decades in the country over its invasion of Ukraine.

NATO: Sweden has formally decided to apply for membership in the North Atlantic Treaty Organization, while Finland’s government seeks parliamentary approval to join the alliance. Turkey has set out demands to earn its approvalfor the two nations to join NATO.

The head of the alliance said Ukraine can beat Russia. “Ukraine can win this war,” NATO Secretary-General Jens Stoltenberg told journalists, his strongest statement yet on the issue.

Russian President Vladimir Putin said NATO’s expansion “will undoubtedly cause a response from our side,” as he convened a meeting with the leaders of the six-nation Collective Security Treaty Organization. New Zealand sanctioned Belarusian President Alexander Lukashenko, a CSTO member, and other Belarusian officials and defense entitites.
