NATO: Finland said it would apply to join the military alliance without delay, breaking its neutral defense policy in response to Russia’s invasion of Ukraine.

Ukraine: About 14 million Ukrainians have been forced from their homes and nearly 3,500 civilians have been killed since Russia invaded Ukraine, United Nations officials said.

Russia’s limited gains in Donbas and the Ukrainian goal of reclaiming the entire territory portend a long battle in eastern Ukraine. Kyiv offered to exchange Russian prisoners of war for injured fighters trapped in Mariupol’s besieged Azovstal steel plant. Moscow hasn’t responded to the offer.

Evacuees, injured civilians and wounded soldiers are piling into the city of Zaporizhzhia seeking safety and treatment.

The blockade of Ukraine’s seaports could result in global food shortages, the head of the U.N. World Food Program said.

European Union: European Commission President Ursula von der Leyen said Russia was “the most direct threat to the world order.” She also criticized China, which has resisted Western pressure to distance itself from Moscow or condemn its invasion of Ukraine.
