NATO: Finland said it would apply to join the military alliance without delay, breaking its neutral defense policy in response to Russia’s invasion of Ukraine.

Ukraine: About 14 million Ukrainians have been forced from their homes and nearly 3,500 civilians have been killed since Russia invaded Ukraine, United Nations officials said.

Russia’s limited gains in Donbas and the Ukrainian goal of reclaiming the entire territory portend a long battle in eastern Ukraine. Kyiv offered to exchange Russian prisoners of war for injured fighters trapped in Mariupol’s besieged Azovstal steel plant. Moscow hasn’t responded to the offer.
